Hi Scott, yes sure why not. 🙂 As an admin you can set wether you want the listings to be auto approved or only admin approved. So once the listing is approved the user who submitted the listing can leave rating.

Yes now the theme has Google Places API integration for world-wide so if you plan to use it for international you don’t need to add cities manually it automatically picks via google api. You can add single code (country) at a time or you can leave the field empty to activate globally (word-wide). When using Google API currently you can’t limit to a City or State. In that case you will have to use the other option with out google api to manually add just a city or state.
